A markup or message field, like a body (setting: textarea field - default to empty)

This is a follow-up to https://github.com/backdrop/backdrop-issues/issues/3047 and part of the META: https://github.com/backdrop/backdrop-issues/issues/3023

@herbdool do you recall if this was for an admin field (I think so) or a user-facing field? I believe that this was to allow site admins to provide some help/instructions that would be shown to the people at the top of the contact form. Right?
