Improve phrasing for applying for a new skill/level

Proposing a Skill Level for yourself is a weird phrasing. Proposing suggests something new, a new skill or a new skill level (level 4?), really its applying for a skill.

@jordanlkirk99 I don't like that this has been sat here for months (my own doing) - if you want, do you want to take a look at what still needs doing? I believe it's just the DB structure and entity attributes.
