Unable to have unfilled commitee positions #89

Unable to add committee positions with no user selected / edit a position to remove the member.

A validation rule requires a member be selected, allowing nullable entries leads to an SQL foreign key error.

Expected behaviour: Allow positions to exist with no member selected.
