Automatic Google Drive folder creation

With the continued use of Google Drive folders for event paperwork it would be fantastic if we could use a Google API or similar to create folders when events are created.

An ideal system would, upon event creation:

• Create a folder in the desired client location folder with matching event name: e.g. BUSMS - Urinetown would be located in the BUSMS folder for the 2018-19 year.
• Create a link viewable to all members (or integrated file viewer) on the event page
• Add documentation applicable to the venue e.g. Edge forms

Future expansion might allow for submitted RAs to be automatically uploaded to the correct folder

We've discussed this before (laravel-site#53). We just need to sort out Google Drive integration. The problem is the sharing and access rights - ideally we would just authorise the su2bc account to be able to edit all folders but it's not quite as simple as one would like.
