Adds kube 1.30 to test matrix
Removes a few EOL kube versions to limit the number of CI jobs
I'm keeping kube 1.20 just because this is the oldest version SnapScheduler is expected to still work on. The versions that are being dropped are some of the intermediate EOL versions.
