Describe user PERSONA

What steps will reproduce the problem?

Placeholder - Create persona describing the expected target audience for the 
documentation, 

IE it is expected that the advanced users will not rely heavily on the 
documentation (or at least in the same way as novice), and advance users may be 
in the minority.

The expected typical user will start with an expected knowledge and skill base, 
and the doc's will be geared to that.   This way, if a user does not have an 
expected skill set, we can identify this and adjust accordingly. 

What is the expected output? What do you see instead?
