For 2D Characterization of error from mu and sigma, replace ttest with TOST test.

The trends are pretty clear with just using traditional null hypothesis tests. May not need to use this since it doesn't improve the issue of false positives and negatives near the transitions zones of 0 and alpha. Closing issue for now.
