`cargo install mdbook-toc` failed again: Bump mdbook into 0.4.27 and Downgrade toml into 0.5.11 #34

Hi, mdbook has yanked release v0.4.26 and downgraded their toml version again: https://github.com/rust-lang/mdBook/issues/2019

Would you please make a new release to adapt to this upstream change? Thank you!
