I've added general instructions for how to get a working local up and working. It's unappologetically Docksal centric, since anybody who has a strong preferences for something else is likely committed enough to do this on their own.
It's a bit long, and might do with splitting into a separate file. But for now, it summarizes what I've done on my install.
@sean-e-dietrich should check this carefully for correctness and to make sure that I haven't ommitted something that will frustrate the newbies. Anybody can comment on wording, bad syntax, inappropriate humor (my typical bad). Also, if you're using Windows, by all means add anything that will help folks using that platform.
