As an Administrator I should be able to navigate to an admin page so I can modify the Code of Conduct for my camp. #9

Acceptance

I should be able to navigate to /admin/content/code-of-content
I should see a paragraph of helper text
And I should see a WYSIWYG with the code of conduct
And I should see a submit button
When I click the submit button it should save the text within the WYSIWYG
