This PR introduces a new "janitor" service. It is a minimal Node HTTP service that is intended to have exactly one instance running in a Badger deployment.

It has two functions:

Emitting Prometheus metrics about the overall state of the deployment (though that could end up being in server instead...)
Periodically scheduling jobs - for now all it does is run a DummyTestJob in two hours, but the intended use is for media lifecycling and other periodic cleanup jobs
