I will merge this as requested, but the pypip.in service itself will continue to use a local version of the img.shields.io Go codebase because of issues of downtime that I've experienced.
As for supporting SVG, I'm happy to merge that small code change in and allow it, but in the documentation for pypip.in I will continue to only mention PNGs as image type support is something that has never been requested and is something I feel will make the documentation harder to understand.
Does this mean that at some point we can use https://pypip.in/v/pipin/badge.svg
at some time in the future? Would love to have that option.

This switches to using img.shields.io as the backend. I've also refactored a lot of the request logic to remove duplicated code. And added support for the other image formats of img.shields.io, so pypip.in will now support svg badges.
