Support and encourage data authors and editors to use URIs in data files when citing studies. E.g., instead of [author year] to cite a study, use the DOI [10.2196/jmir.1826] or PubMed URL [http://www.ncbi.nlm.nih.gov/pubmed/22011384] This will support better data reuse.

Agree. This could not only help resuse, but by calling http://www.ncbi.nlm.nih.gov/books/NBK25500/ could populate citation values for display in format such as in Issue #1
