Made two major changes which include;

  1. Under basic configurations, wrote down clear documentation to be followed in order to seamlessly generate an augur_client_secret.
  2. Under setting up your local development environment, I switched the second step for the third and vice-versa for a better orderly follow through in the steps for setting up this environment.

@peshatuhura I have made some more comments. You are almost there. Also update the ReadMe by updating it with this readme from this repo since all the logic moved to this repo.
