Summary:

Added three new metrics---Event accessibility, Event location inclusivity, and Public health and Safety---to the checklist for Badging V4.0. This is a step in the process to resolve #322

Testing:

Tested the new changes using the test CHAOSS badging website. Created an event application like a user, then ran the test on GitHub to test the workflow of the badging bot.
