Summary:

Added a new metric---Event accessibility---to the checklist-virtual for Badging V4.0. This is a step in the process to resolve https://github.com/badging/event-diversity-and-inclusion/issues/322

Testing:

Tested the new changes using the test CHAOSS badging website. Created an event application like a user, then ran the test on GitHub to test the workflow of the badging bot.
