[de] Adding SUMMARY.md and fixing typo #119

@bagder as requested in #118 this PR adds SUMMERY.md. I opted to only include only the sections translated so far, because personally I think readers might be confused if blank pages or the english version is shown. With this weekend I should finally have more time at hand to continue with the translation.

Furthermore, this PR fixes a small typo in LANGS.md.

Just a note for @5k9m and others. I've invited @5k9m to become a "collaborator" here on this repo and as he has accepted, he is now boss of the German translation - thanks for all your hard work on this! Feel free to merge whatever you deem fit and suitable in the de/ sub directory, but please ask for review/comments for changes outside of it!
