Adds .NET 9.0 to target frameworks list.

Hey @joestr, would you like to update the entire project to .NET 9 - now that it has been released?

According to https://dotnet.microsoft.com/en-us/platform/support/policy/dotnet-core .NET 8 is longer supported than .NET 9. The focus should be when the next LTS release is coming.
