This PR updates the BagIt Profiles Validator to support features in the upcoming v1.3.0 of the BagIt Profiles Specification.
Specifically, it:
Adds validation for the new Manifests-Allowed and Tag-Manifests-Allowed profile properties, including their relationships to Manifests-Required and Tag-Manifests-Required, respectively.
Validates the description property for Bag-Info tags.
Adds new tests for the new functionality.
An additional minor change was made to improve use under Python 3 and to simplify string type checking.
