Add example configuration #13

As discussed in #6, it's useful to have an example to help new users.

This removes the "running" section which is no longer necessary now that #4 is fixed.

It also groups the rules under a separate heading in the README.

Perfect @Wilfred I appreciate your time I will fix the CI and will setup semantic release so this goes in faster in the future. Would you like to join this project as a collaborator? I am afraid these days I just use standard linter by default without custom extensions :(
