Apply validations anywhere that needs it (especially when deleting and archiving stuff). Fix the breadcrumbs to fix the navigation through the pages.

I removed the validations that i did and used the ones that were done by @MaryamTaraif.
Worked on fixing the breadcrumbs order.
Added a comment for the officer in the upload page to make sure he only uploads PDF files.
Fixed the progress line sizing too.
Added back buttons
