During a playthrough I've seen that you can unlock residential housing and more without having built a single simple house.
Maybe we should enable researching those only when you have a certain amount of citizens (but keep them in the tech list so you know what you're working towards) or introduce a new kind of science.
The new science could be a citizen science pack which only the university can produce.
It could be locked behind a basic 10x red science research.
It's not needed to let the city grow with simple houses, only when you want to level up to residential housing (or its required supply chains).
How does this relate to other mods? I recall issues from QoL mods and krastorio 2 where one needed science that the other one couldn't provide.
