Players should be able to craft town halls (once multi city is researched). When they place a town hall, the city should spawn around it (i.e. roads).
For now town halls should remain un-minable. Maybe in the future we can add a mechanism that when a player removes or destroys a town hall, the city around it starts to deteriorate.
