Pipe connection on apple farms is off

Town already builds residential even if it's unresearched. It also consumes meat. Surprisingly it doesn't consume fish filet (highrise demand).

Construction happens every second, but consumption every minutes. That means 60 construction cycles happen after the city initially consumed 1 apple.
Temporarily fixed by switching to construction every 30 seconds.

Improve the fishery placement: Find a tile that's at least 25% water, then place the fishery in the nearest placeable location (from the position of a water tile). That should always yield shore line fisheries.

Let farms produce less units of wheat, but scale them into much more grain. Inserters can't keep up with how much is produced.

It's also falsely requiring bread. That should be are requirement for highrise houses which we don't have yet.

When too many citizens need water, we can get to a point where the city can't grow even if the water tower is not empty.
