Update Theano/Keras/Scipy compatible versions #23

Newer versions of Theano/Keras/Scipy break API's and the code as written doesn't work with the newer releases. I tested the following versions on Ubuntu 16.10 and they are compatible: Theano 0.8.2 Keras 1.1.2 Scipy 0.18.1
