2 issues about CopyToLocal #202

  1. parallel limitation for copy-to-local, to avoid impact to dfs
  2. read pending number will go high while copy-to-local, and may triger loadl balance to make the condition worser

  1. tera集群重启容易引起很多cache失效，初步判断是被ts的gc干掉
