Version Numbering is a little off #161

Can across a situation where the version number ended being 1.0 (should have 
been 0.1) and the process model version was 1.1 . There was only one branch and 
version for this model so both versions should have been 1.0.

I believe the issue is in the RepositoryServiceImpl.insertProcessModelVersion 
method.
