Horizontal portals break if given a block update in certain situations.

Note in the video I'm attempting to convert the portal to the old textures. However, this also happens if I place a block directly above the portal.

this is still an issue on the latest version for mc 1.20.1 and need to be fixed. I watch the video OP linked and it's the exact same issue I have

@baileyholl, let me know what log/files or anything you need I'll provide and test it.
