I will look into this. I thought I had tested this previously and it was
working. It writes the value I think to the Registry.

I am not seeing this behavior. Whatever I change the Hotkey too and press OK I
am seeing the value reflected in the Registry. And when I Exit the application
and restart it I am seeing it default to the last known good setting.
Somehow do you not have registry write permissions or something strange?

My registry permissions look OK. I am seeing it stick sometimes. Here's a
specific example that always fails. Set hotkey for pure text to Ctrl-P. Set
hotkey for plain text to Ctrl-Shift-Q. Close and relaunch the program. The
hotkey for plain text will now be Win-Q. It appears to be a problem when one
hotkey is set to Ctrl and another hotkey is Ctrl-Shift.

By the way, what's the difference between converting to pure text vs. plain
text? Also, what's the purpose of converting to HTML text? I haven't really
seen any use for plain text and HTML text yet, but don't fully understand what
they're supposed to do. Although the settings don't stick, I haven't been as
worried about it since I don't see the value in these functions. I've only
been using Ctrl-P for pure text which sticks. You may want to add a little
documentation on these features on you website.
