Create a system that handles updating the default configurations to add missing configs #101

This will cover when people update an existing version of CC Suite with different configuratiton expectations

The system should be able to handle:

Triggered on a specific command (such as --update-config) and include this command in the error logs when config loading fails
Adding new keys to [default] with preceeding comments
Commenting out deprecated [default] keys (if any)
Logging during program runs when a deprecated key is detected in a series configuration
