Adding/editing behaviour and error message for Registration Date does not match up #4

It says you have to put a date before current date.

However, when you add or edit, you can add the current date

To reproduce, just attempt to edit any user's registration date to the current date.

There was a mistake in the error message. It is okay to accept current dates.

Reason for disagreement: Unfortunately, VeryLow is reserved for cosmetic issues only.

From the user's POV, they would think that they cannot add the current date. This changes the perceived functionality, and thus the usage of this command, so this should not be a VeryLow, besides the fact that error messages are not cosmetic issues.
