The general idea here is that rather than having traditional scratchpads that are toggled into and out of view on demand you can pull normal windows temporarily into view on the current workspace, but when toggled away they go back to where they normally reside.
For example you may have a chat client that is always on workspace 2 and you would like to temporarily pull this into view on your current workspace. When you are done and are toggling this scratchpad away it goes back to workspace 2 instead of simply disappearing from view.
