Add sticky rule into hide_vacant_tags patch. #396

If there are only some sticky clients in a tag and no any non-sticky client, don't show the tag if we enabled hide vacant tags. This intends to fit the new bahaviour (skip the stickies) in shiftviewclients in master branch.
