Updates to the GUI #3

Basic changes:

README added to help future users build the project.
Install Python removed from UI
Removed Launch on Startup (don't remove if you want to keep)
New SETTING (Launch RL, Close with RL)
- Enabled, running BakkesMod.exe also starts RL.exe
- Exiting RL.exe closes BakkesMod.exe

note: there are still hard links (and now to my directories). We should change this in future commits.
