Add Start RL with BakkesMod functionality, and readme #4

This version doesn't remove Run on startup functionality.

Adds:

README.md (pretty thorough base readme, update if you feel I'm missing stuff)
LaunchWithRL item to GUI. This allows BakkesMod users to easily launch Rocket League with the mod, and close BakkesMod implicitly by closing Rocket League.
Usage of environment variables to .vcxproj settings (explained in readme)

Removes:

Python install from the injector gui
Generated files with the .gitignore
