This cb is broken! #82

I can't tell where since it continues to converge and does not break half way through.

There is an error about trying to install NPM so that may be it.

This is causing two hacks which are leaving everything in an inconsistent state:

Shit that's broken:

elasticsearch randomly dies and does not start on reboot
this code does not execute in production
not all tags are applied to the builder

it sounds to me like it's only converging half the balanced_ci_pipeline recipes.
