this adds support to balanced-api to generate a balanced.rev1.json file which will be used in generating the documentation

@matthewfl why is the requests directory deprecated?

the travis build is failing because of the issue with the links field on card_holds. Going to merge this as there are a number of clean ups and fixes to other resources as well as descriptions added to numerous fields in the schemas
