Is on_behalf_of supported in 1.1? #527

Orders are used to associate credits and debits.

@mjallday what if a marketplace wants to use on_behalf_of to associate debits and merchants in a many::one relationship, aka a shopping cart. Orders currently don't support the shopping cart model.
