If a debit fails from a "verified" bank account, should we un-verify it? #530

If we can no longer debit a bank account for some permanent reason (account closed, etc. -- not insufficient funds) we should unverify the bank account.

Marketplace bank accounts or any bank account?

My primary concern is marketplace owner_customer bank accounts, since that's where we take our fees from. Does it make sense to do this to other bank accounts?
