Provide a discoverable link for disputes #567

We implemented disputes in #495

But there does not appear to be any link to let me browse all the disputes. Ideally I could do either a GET on the marketplace or on the root of the API and get a link that directs me to the disputes. Currently I can only discover them by looking those associated with a debit or a refund.
