Create scenarios that produce different statuses #587

Credits support the status pending, succeeded, and failed.

There need to be push to card scenarios that produce a response with each possible status.

that issue stops us from creating test credits (for any funding instrument) with any status other than succeeded.

how long will it take to resolve that?

since push to card is our current focus this week i'll go ahead and say it'll be fixed this week :)

I'm closing out this issue since the scenarios have been written. Moved the issue for the implementation to #588.
