Detecting the status of funding instruments #676

Dashboard has a state machine to display unverifiable, verified, unverified, pending, removed status for Cards and Bank accounts. It's been proven helpful by dashboard users, and I'd like to suggest we add this to the API response to match what we display in the dashboard.
