Should we continue to support one-off crediting to a bank account or debiting a card without customer creation in light of orders? #695

If we can make the assumption that the funds are being dispersed from the marketplace owner's funds then I think we can continue to support ad-hoc credits to bank accounts.

If we collect the merchant information at the time of debit creation (via orders) then that also can continue to work.

In terms of debiting a card with merchant info, are you suggesting it's alright to not have buyer info (debit won't be attached to a customer)? Why should we support that?
