Cards returning a 402 on GET remain unclaimed, can be claimed by another MP later #723

The owners of the marketplace, in attempting to debug the issue, visited the card's url in a test marketplace, which had the result of claiming the card for that marketplace: https://dashboard.balancedpayments.com/#/marketplaces/TEST-MPguArJvF4sPEKqhVa4Rpji/cards/CC4iU4lGAzQVU4Rp8vxpZI6r

An attempt to claim a card should prevent it from further claim attempts, whether or not it actually succeeds.
