Adding ability to enter Payment Details for bank account withdrawals #736

follow-up from https://github.com/gratipay/gratipay.com/issues/3116

There are some type of bank accounts that can be loaded only by entering Payment Details with a account number. Currently I see that there are no ability to fill that in image

Good to have it, that can help a lot of people to withdraw their tips

@podarok Balanced uses standard ACH rails for sending money to bank accounts not wire transfers.

This sounds like you're looking for us to implement wire transfers as opposed to ACH? We've discussed implementing wire transfers with Balanced before and decided against it because they currently offer little additional value on top of what we get via ACH.
