PyPI and clients

The name billy is already taken on PyPI.

Should we:

• rename the project to billie?
• Publish the project as pybilly?

• What would we name the api clients?
• What would the package name be for hacking?

Billing

pip install billing is available

python-billing, ruby-billing sound good, and it's very self explainatory
