Update info for bBALN #126

For the initial bBALN release, we should update several values on the Stats page:

[ ] Change BALN staking APY -> Boosted BALN APY
[ ] Update the tooltip for Boosted BALN APY to:

The average annual return per bBALN, calculated from the last 30 days of network fees.

[x] Update the APY column in the Exchange section to show min-max ranges for the BALN values (use max value to calculate the order)
[x] Update the APY tooltip:

The BALN APY is calculated from the USD value of BALN rewards allocated to a pool. Your rate will vary based on the amount of bBALN you hold.

The fee APY is calculated from the swap fees earned by a pool in the last 30 days.

Impermanent loss is not factored in.

[x] Update labels in the Governance section:
- BALN stakers -> Locked BALN holders
- BALN staked -> BALN locked

[x] Update the date in the footer to 2022. 😅
