Network deployment: Fraxtal #114

Description

Deploy relevant contracts to Fraxtal.

A few notes:

Some infrastructure around child chain gauges is pending; we need the omni voting escrow child deployed by LZ to deploy and wire l2-ve-boost.
Child chain gauge checkpointer was omitted as the current relayer version can checkpoint L2 gauges.
Contracts deployed by contracts couldn't be verified in fraxscan. This is under investigation, but should not be a blocker.

Other than that everything seems to be in order. I'll set up the endpoints to run CI as well.
