Hook with exit fees paid to LPs #672

Description

This PR creates an example of hook fees paid to LPs. It's based on a donation mechanism implemented by https://github.com/balancer/balancer-v3-monorepo/pull/666.

https://github.com/balancer/balancer-v3-monorepo/pull/666 should be merged first to main, then we can merge this one.
