Add support for most render overlays with VK_EXT_shader_object

Description

Adds conditional logic if drawing with shader objects instead of pipelines for the following overlays:

• Drawcall / Wireframe
• Viewport Scissor
• Backface Cull
• Depth / Stencil
• Clear Before Draw / Pass

NaN / Histogram Clipping do not require modifications.
